Unusual Buzzard?? On Haytor

Whilst on my morning dog walk around Haytor at about 9:00 this morning I saw a very pale Buzzard which exhibited all of the characteristics go a Rough Legged Buzzard which seems unlikely. When perched it appeared almost white with a distinctive black tail, when flying it was clearly a buzzard species but almost white on the underbody with a very distinctive white rump. It also hovered for long periods on flat perfectly still wings without the usual flapping.Unfortunately it was disturbed by mountain bikers before I could get close enough to see any further details.

Any further sightings or thoughts would be appreciated,
