You are indeed right in that the HOL is for 'Holland'. The ring is from the Dutch ringing scheme based in Arnhem (ARN). An example ring image is linked below (note also the 'VOG' on the other line that you must also have seen). Unfortunately judging from your post it sounds like the view you've had was exclusively of the letters that spell part of the scheme address, and none of the number itself (a view I regularly get of rings sat on Mute Swans, forcing me to move to another vantage point or wait for them to take a step). All in all, your bird was ringed in Holland, and that's excellent.
