Buzzard
I'm a visiting Canadian birder, currently staying in Crediton. I'm fairly certain I saw a Rough-legged Buzzard today over Two Moors Way, based on sheer size (it was massive at a distance, with huge 'eagle wings'), large dark carpals, although I guess I would have liked to have seen a more distinct trailing band on the tail (perhaps a juvenile?).
